Etica y Cultura Tributaria en el Contribuyente
(Tax Culture and Ethics in the Taxpayer)

Resumen. El presente trabajo de investigación tiene como objetivo: Analizar la ética y la cultura
tributaria en el contribuyente formal, se utilizó unametodología de tipo descriptivo mixta, es decir,
documental y de campo, para lo cual se aplicó un cuestionario a contribuyentes formales del
Municipio Valera, Estado Trujillo. Del análisis de los resultados se concluye lo siguiente: la cultura
tributaria no se logra de un día para otro, para ello es necesario un proceso educativo que vaya
formando la conciencia del contribuyente y del Estado conrespecto a la importancia y necesidad de
que el mismo pueda tener impuestos acordes que le permitan cubrir las necesidades del colectivo por
medio de su incorporación en el presupuesto nacional, estadal o municipal. Igualmente, hay un
reconocimiento importante al hecho de asociar la cultura tributaria con el cumplimiento de sus
deberes como ciudadano y con valores, creencias y aptitudes acercade la tributación. Existe una
percepción negativa y asociada a la antiética del uso de los recursos generados por los impuestos
recaudados, aunado al hecho de no conocer el destino de los mismos. Esta situación se contrapone
con la característica fundamental que debe tener una política fiscal por parte del Estado la cual debe
estar revestida de la ética pública, y valores tales como:responsabilidad, solidaridad, transparencia,
entre otros. Cabe destacar el rol desempeñado por los contadores o administradores de las empresas
contribuyentes, así como de los medios de comunicación que son reconocidos como las fuentes
mediante las cuales los dueños de establecimientos han obtenido información sobre los impuestos, lo
cual indica la necesidad de fortalecer los programas de educaciónfiscal en los diferentes niveles de
la población. Las principales recomendaciones se orientan hacia la educación, capacitación e
investigación en relación a la ética y la cultura tributaria.

Abstract. This research aims to analyze the ethics and culture of taxation in the taxpayer formally,
we used a mixed methodology ofdescriptive, documentary and field, which implemented a formal
questionnaire to taxpayers of the Municipality Valera, Estado Trujillo. An analysis of the results is
the following: the tax culture is not achieved from one day to another, this requires an education
process that will form the conscience of the taxpayer and the State regarding the importance and
need for the same may be imposed in line tocover the necessities of the group through its
incorporation into the national budget, state or municipal. Similarly, there is an important recognition
of the fact the tax culture associated with their duties as citizens and with values, beliefs and attitudes
about taxation. There is a negative perception associated with the unethical use of the resources
generated by the taxes collected,combined with the fact he does not know the destination. This
situation contrasts with the essential feature that should have a tax policy by the State which should
be covered with public ethics, and values such as responsibility, solidarity, transparency, among
others. It is worth noting the role played by accountants and managers and companies, as well as
media that are recognized as sourcesthrough which the owners of establishments have obtained
information on taxes, suggesting the need to strengthen tax education programs at different levels of
the population. The main recommendations are directed towards education, training and research in
relation to ethics and culture tax.
