The impact of the technological revolution in the conceptions of individuals and society, every day questions more thesuppositions which the educational practices and school administration are raised; in an attempt for reducing the educational gap between the Latin-American and the highly developed countries, there have beenstimulated strategies of decentralization and educational professionalization in almost the whole Latin-American region. In this frame, the empirical investigation on school management becomesespecially relevant, for the feedback that the tackled actions can offer in different levels to raise the educational quality.

This study forms a part of the project International Study of thePreparation of Principals (ISPP), in which investigators of eight countries take part. With the purpose of contributing) to the intentions of the international study there were studied ten new directors ofelementary public schools in a city of the north of Mexico. Was observed that some of them solve the principal problems perceived in their context, because of that was decided to analyze with majorthoroughness the practices of two new directors of elmentary public schools.

The information was gathered from April to July, 2006 by individual interviews, groups of approach and records of incidents.The information was grouped in problems categories, for instrument and / or technique of compilation.
