In my opinion I think that government should spend more money in the roads and highways first, but then after having developed an organized flow of vehicles spend themoney that is left in public transportation due to many reasons.

If they have not built decent roads or highways then there is not really a good reason why people go there, therefore people won'tneed to go to these places. The roads take a lot of money and time to built but it is all worthy because it helps people go from place to place faster and better. Besides if there is no road then whereis the public transportation going to drive if there is only mud and rock and it is well know that holes damage your car severely. For example in my city before there where good roads, we had totransit in roads full of holes and the city was very unsecured due to the fact not even police could go fast in this streets. Like five years ago the city hall started a project to build a lot of roads andbridges because there was to many people for the old streets and the normal routes got jammed a lot. At first it was awful because they had to close some streets to built the whole thing and vehiclescould not transit as good as before, and it would make a lot of traffic jams in the city. Now that they have finished mostly everything, the city looks great and cars can flow faster from one place toanother without many delays and actually the city has gotten safer than before, the crime is not that strong as before. 

After building the streets, highways and bridges, the government shouldspent the money they can on building public transportation to make people's life easier. With new and cheaper ways to transport the people would be happier with the government, and would be able to go toplaces that they have never gone or go to places that they want more often. These would help both parts because the government would have a happy town and people would be able to get to anywhere...
