JOSE CECILIO DEL VALLE
He wrote the act of independence. He was the 1rst president of “Provincias Americanas” in 1823 to 1825. Before redacting the act of independence hewas the mayor of Guatemala City and wrote a newspaper that supported independence called “El amigo de la patria” which served to spread the liberal ideas. Later, he was the one who redacted theindependence act the 15 of September of 1821 and made most of its amendments.
When his time of being the president of Provincias Americanas in year 1825 he became a congressman of the Mexican Congress,and served as representative of La Asamblea Nacional Constituyente, looking out for Guatemalan interests. In year 1834 he became the president of Guatemala. He also instituted that the death penal couldnot be applied to former government men.
In 1751, Benjamin Franklin was elected to the Pennsylvania Assembly, consequently beginning nearly 40 years as a public official. He defended the powers ofthe elected representatives of the people. Franklin as a result knew the virtues of self-government a generation before the Declaration of Independence. |
He regarded as having the freest, bestgovernment in the world. In the Plan of Union, which he presented (1754) to the Albany Congress, he proposed partial self-government for the American colonies. |

In 1764 he lost his seat in the assembly in an especially scurrilous campaign. |
