To amend the Internal Revenue Code of 1986 to improveportability and continuity of health insurance coverage in the group and individual markets, to combat waste, fraud, and abuse in health insurance and health care delivery, to promote the use of medical savings accounts, to improve access to long-term care services and coverage, to simplify the administration of health insurance, and for other purposes. Para modificar el Código de Rentas Internas de1986 para mejorar la portabilidad y la continuidad de la cobertura de seguro de salud del grupo y los mercados individuales, para luchar contra el despilfarro, el fraude y el abuso en el seguro de salud y de atención de salud, para promover el uso de las cuentas de ahorro médico, a mejorar el acceso a los cuidados de larga duración y la cobertura de servicios, para simplificar la administración deseguro de salud, y para otros fines.
