National Medium Term Priority Framework (NMTPF) in Mexico

Status of Implementation

Definition
The National Medium-Term Priority Framework, NMTPF [to be renamed in the future as Country Programming Framework, CPF] is the tool launched by FAO in 2005 as a follow-up to one of the recommendations of the external evaluation of the FAO decentralization process for the country-level strategicprioritization and overall medium-term country-level programming of FAO’s assistance agreed by FAO with the national Government for a period of 4 to 5 years.

NMTPF in the Member Countries
Since its launching, NMTPF has been so far completed in 71 countries, while in 30 countries it is currently under preparation or revision and in another 25 countries the formulation is envisaged to startwithin 2010-2011. It is worth noting that Latin America and Caribbean region is the only FAO region with almost full NMTPF coverage. Out of 33 countries in the RLC, 24 countries have completed an NMTPF, and in 10 countries there is an ongoing preparation or its start is soon envisaged. In addition, almost 15 countries are already engaging in the preparation for the new NMTPF cycle.

NMTPF in MexicoThe NMTPF was completed in 2007 and is being currently revised. Two priority areas for FAO assistance were identified, which seem to be confirmed as key priorities in the ongoing revision and updating phase. These priorities are clearly reflected in the FAO project portfolio in the country (annex 1) and they consist of policy assistance and monitoring, and food security.

The commitment of theGovernment to agricultural development and food security is demonstrated by the fact that almost all FAO assistance projects are funded by both the federal and state governments through UTF (annex1).

Mexico does not have a FAO Rep at the moment. Nevertheless, the FAO Rep Assistant and the Ministry of Foreign Affairs (MFA) agreed to start the updating of the NMTPF. In August 2010, the MFAalready organized a meeting, which was attended by several ministries and government institutions (Ministry of Agriculture, Ministry of Health, Ministry of Agrarian Reform, Ministry of Social Development, Ministry of Environment and Natural Resources, and others) with the purpose of launching the formulation process. It is expected that a draft document will be ready for approval and endorsement byNovember 2010.
