Topic: Overview and revision of the United Nations Support Mission in Libya (UNSMIL)

The people of Libya had been victims of oppression for over 40 years, under anauthoritarian regime that was known for its violation of human rights. As an outcome of a series of uprisings resulting of the forty years of social discontent that the regime had caused, that then turned into the Libyan civil war as we know it now; on August 23rd of the past year of 2011, the Libyan leader Muammar Al- Gaddafi was overthrown.
Even though the Libyan government was able toposition Libya in the top of the humanitarian development list in the African continent and become the nation with the highest gross domestic product (GDS) per capita in the continent, the international community cannot ignore the repression of Libyans’ political rights, the reality that the Libyan population faced was far away from what the military leader had promised during his beginnings when peoplesuffer from extreme hunger and poverty and also of having their human rights constantly violated by the estate; in fact in 2009 and again 2011 Libya was named the most-censored state of Africa by the Freedom of the Press Index.
This constant repression resulted in the disgust of Libyan population; the first movements of uprising against that authoritarian regime started in the city of Benghaziwith people that were only demanding for democracy. These protests encourage other regions of Libya to start rebelling against Gaddafi’s government. These rebellions leaded the country to a civil war that caused chaos all over the Libyan territory, and left us with more than 20.000 deaths and a whole nation to re-build.
With the introduction of The Interim Transitional National Council, its hopeto build a democratic Libya where its people can live in stability, calmness and justice it’s evidenced on its Draft Constitutional declaration, as it is said on article 6 “Libyans shall be equal before the law. They shall enjoy equal civil and political rights, shall have the same opportunities and be subjects to the same public duties and obligations, without discrimination due to religion,doctrine, language, wealth, race, kinship, political opinions and social status, tribal or eminent or familial loyalty.” This shows a strong change in compared to what the Libyans had to face with their previous regime.
It was the United Nations Security Council, acting under the principles of the United Nations Charter to maintain international peace and security, that through its resolution 2009established The United Nations Support mission in Libya (UNSMIL) and delegated the responsibility to “reaffirm faith in fundamental human rights, and the dignity and worth of the human person, in the equal rights of men and women and of nations large and small” as it is stated in the principles of the United Nations. This support mission has a duty to help the Libyan people build themselves up fromscratch, assisting them in all aspects, from electoral procedures, to human rights and rule of law. In spite all the advancements that this political mission has had, there are still serious problems to be solved.
These problems, as well as the progress to solve them, have been pointed out by the secretary general in its latest report. There it was stated all the advancement of the electoralprocess, and problems like public security and arms proliferation, and also border security; this problems are interfering with the successful development of the processes held by the mission. One if the most satisfying changes made is the Commission on Human Rights and Public Liberties, which seeks to find a settlement on all the human rights violations committed during Gaddafi’s regime....
