This report was written under contract to the American Lifelines Alliance, a publicprivate partnership between the Federal Emergency Management Agency (FEMA) and the National Institute of Building Sciences (NIBS). This report was prepared by a team representing practicing engineers in the United States water utility industry andacademics.
