How affects Runway closures to Airline Operations in JFK International Airport

Runways closures affects in general airport operations, as well as users too. Airlines, passengers, related business would be affected; a congested airport runway construction may impact other parts of thecountry, with planes and crews delayed or passengers missing connections. Runway closures are necessary to ensure operations continuity although this runway closures may cause chaos and economic losses in certain period of time in airport and airline operations but the cost and benefit are high.
All airports must perform construction or maintenance activities in order to develop and grow. As necessaryas these activities may be, though, airports assume substantial risk when performing them. Airport construction activities can be difficult and dangerous, so airports must take appropriate precautions to reduce the potential risks.
For example At John F. Kennedy International Airport which serves 48 million passengers annually they are tackling delays with the reconstruction of the Bay Runway.Once completed, this project will reduce delays overall by an estimated 10,500 minutes per year. For this project Airlines were adjusting schedules and operations to mitigate delays, and the airport’s three remaining runways were utilized to their full capabilities during the Bay Runway’s closure.

Runways closures are pre-planning process where many factors are take into account, projectfounding, pre-construction planning, safety areas and work limits, work inspection and certification to ensure that the airport is complying with all the FAA requirements.

Pre-Construction Planning

* Develop a safety plan. This is a mandatory item for all projects funded with federal funds.
* Meet with contractors, tenants, and affected parties before beginning construction.
*Develop and coordinate a construction vehicle safety plan.
* Establish haul routes and gate access procedures to minimize impact on operations.
* Set specific limits for construction activity.

The Role of Airport Certification & Safety Inspectors

* Offer guidance to airports regarding safety during construction.
* Ensure that the airport is complying with all FAArequirements and the construction safety plan.
* Investigate any Vehicle/Pedestrian Deviations or incidents occurring as a result of construction activity on the airfield.
* Provide recommendations to prevent or correct any unsafe conditions.

How affected the 13R/31L Runway closure in JFK this 2010

This project will not impact travel, except when the runway itself is closed forconstruction for 120 days in 2010. Through extensive cooperation and coordination with the Federal Aviation Administration and the airlines, port authority expects to minimize the impact on airport operations when the runway is closed, said Port authority representative.
Airlines are adjusting schedules and operations to mitigate delays, and the airport’s three remaining runways will be utilized to theirfull capabilities during the Bay Runway’s closure. Meanwhile, major airlines are cutting flights and building extra time into their schedules, said JetBlue Chief Operating Officer Robert Maruster. The FAA will use new procedures to keep flights moving, said Michael Sammartino, the agency's director of system operations for air traffic.
Airline delays have fallen significantly in the past year,but New York's airports are still among the nation's most congested. Last August, JFK had the nation's third-worst record for delays, according to the federal Bureau of Transportation Statistics. About 30% of flights arrived late, and 26% were late departing.
