EL ALCANTARILLADO SANITARIO COMO MODELO GLOBAL DE
CONSTRUCCIÓN DE RIESGO LOCAL 1

Resumen: Las prácticas de saneamiento promovidas actualmente son de dos tipos: “tout a
l’égout” o alcantarillado sanitario y el almacenamiento con letrina y fosa séptica. Desde hace
más de un siglo, el sistema del alcantarillado ha sido percibido como una tecnología ideal, en
particular, en laszonas urbanas. El sistema se introdujo en numerosas ciudades de los países
del Sur con fondos internacionales. La letrina con pozo se percibe como una solución
primitiva y precaria utilizada en aglomeraciones que no tienen una red de alcantarillado. Un
sistema de alcantarillado con poca agua o sin tratamiento contribuye inexorablemente a la
construcción del riesgo local. Actualmente losmunicipios enfrentan las siguientes opciones:
extender la red de alcantarillado existente, con todas las limitaciones y riesgos que esto
implica, o bien, buscar alternativas nuevas y sustentables. Sin embargo, pocos municipios se
lanzan hacia la última opción, muchos de ellos por falta de información. El caso de la Ciudad
de México es emblemático pero no es el único caso en el mundo en donde laelección del
sistema de alcantarillado está conduciendo paulatinamente a la ciudad a un desastre
anunciado. La vulnerabilidad de la ciudad a inundaciones ha crecido sobre todo a partir de
los años cincuenta. La prevención y mitigación de estas inundaciones conducirá a llevar a
cabo más y más obras de desagüe costosas hasta un punto límite donde se tendrán que
plantear otras opciones desaneamiento. En este artículo analizamos in fine algunas de las
soluciones alternativas secas de eco-saneamiento sustentable que no requieren de agua para
funcionar.

THE DRAINAGE AS A GLOBAL MODEL OF CONSTRUCTION OF
LOCAL RISK
Abstract: The promoted practices of cleaning at the moment are of two types: “tout a
l'égout” orsewage system and the storage with latrine and well. For more of a century, the
sewage system has been perceived like an ideal technology, in particular, in the urban zones.
The system was introduced in numerous cities of the countries of the South with international
funds. The pit latrine is perceived like a primitive and precarious solution in agglomerations
that do not have a sewage systemnetwork. A sewage system with little water or without
treatment contributes inexorably to the construction of the local risk. Nowadays the
municipalities face the following options: to extend the network of existing sewage system,
with all their limitations and risks, or to look for new and viable alternatives. Nevertheless,
few municipalities are sent towards the last option, many of them dueto missing information.
The case of Mexico City is emblematic but it is not the only case in the World where the
election of the sewage system is gradually leading the city to an announced disaster. The
vulnerability of the city to floods has grown mainly since the fifties. The prevention and
mitigation of these floods will lead to carry out more and more expensive of water-drainage
worksuntil a limiting point where they will have to consider other cleaning options. We will
“in fine” analyze some of the dry alternative solutions of viable clean-sanitation that require
no water.
