ALTENER
Altener is a multiannual programme for the promotion of renewable energy sources in the European Community. Also called energy policy. The ALTENER projects help increase the use of new andrenewable energy sources and to speed up policies for sustainable energy. The emphasis is on the promotion of both central or local production of electricity and/or heat, and on its integration intolocal energy systems.
OBJECTIVE- “Is a non-technology programme for the promotion of renewable energies in the European Union. The main objectives of the programme are to help create the necessarylegal, socio-economic and administrative conditions for the implementation of a Community plan for renewables and furthermore, to encourage private and public investments in the production and use ofenergy from renewable sources.”
TARGET AND BENEFICIARIES- Its main target are the Regional and local authorities, organizations, individuals, public and private enterprises. Also includes the Union-widenetworks, or temporary groupings of organizations and enterprises formed for the purpose of carrying out particular projects in the countries of the European Union.
Also the programme shall be opento cooperation with the Central and Eastern European countries.Proposals should involve at least two non-affiliated partners from different Member States or the EEA.
ACTIONS-
1. Studies and otheractions, intended to implement and complement Community and Member States' measures aimed at developing the potential of renewable energy sources. The development of sector and market strategies, normsand certifications, comparative analyses of the environmental impact and the long-term cost/benefit trends
2. Promotion and dissemination measures to develop information, education and trainingstructures; to encourage the exchange of experience and know-how
