Prefacio

The Vienna Declaration and Programme of Action (adopted in June 1993) reaffirmed unequivocally the principles of universality, indivisibility,interdependence and interrelation of all human rights. However, seventeen years later - and forty-four years after the adoption of the International Covenants on Civil and Political and Economic, Social and Cultural Rights – much remains to be done, both at the normative and operational level, in order to ensure that these principles are universally respected.

La Declaración y el Programa de Acción deViena (adoptados en junio de 1993) reafirmaron, de manera inequívoca, el principio según el cual todos los derechos humanos son universales, indisociables, interdependientes y se encuentran estrechamente ligados. Sin embargo, diecisiete años más tarde – cuarenta años después de la adopción del Pacto Internacional de Derechos Económicos, Sociales y Culturales – aún queda mucho por hacer, tanto anivel normativo como operacional, para que este principio sea respetado universalmente.
