Disguised Dictatorship

Javier Corrales published this article in January 4, 2006 in Foreign Policy magazine. He explained the Venezuelan problems and the Authoritarianism of the President Hugo Chavez, how he got in power, why he is so popular, and his political movement to keep power in Venezuela.

Javier Corrales started with an explanation of whathappened in Latin American until the 20th century, where almost every country in look forward to escape from military dictatorships.

Hugo Chavez tried a coup d’ etat in 1992, looking to take out Carlos Andres Perez from the power, which is also known as a military dictator. Everyone in the move supporting Chavez in 1992 got arrested and sent to jail, they got free 2 years later when RafaelCaldera was elected president. After Chavez was elected president in 1998 he has become a powerful man and a “teacher” for those in the left political parties. With a huge charisma and anti-American discourse he has grown his numbers of voters even larger, in other words “Chavez has reformulated authoritarianism to a democratic era”

We called this an authoritarianism era, but there is not such thingsas executions or concentration camps. There is an active opposition and many civil organizations against Chavez. But still, there is no limits for the power of Hugo Chavez, he has taken power of every organization, institution, and ministers that could affect him. Chavez has the power of the institution that revise the elections, the CNE “National Electoral Council”. Also, he has gained controlof the most powerful firm in Venezuela, PDVSA which is an oil company the primary source of Venezuela. Chavez has the power of the supreme court, legislation, two armed forces, and the most important income to the state “PDVSA”, and the institution that revise the elections “CNE”. Of course, there were consequences in Chavez grabs, even a coup d’ etat that took kin out of power in April 2002, butin a few hours he re-gained the power.

Chavez also polarized the society, attacking the powerful people of the opposition and breaking the middle, you either have to be from the right or left political parties. He divided a country where only a selected people from the left could emerge, and have a good life. Many firms, people and works has been completely destroyed for those who opposingChavez, it is almost impossible to emerge from a person from the right. Chavez is called the “Robin Hood” among the low classes of Venezuela, that is the very reason he is so popular, and gets re-elected. But, the so-called “Robin Hood” gives the money and chances to those who support him, and give no chance to the people on the right. Also, eminent domains became very popular in 2005. Chavez startedto take power from the most powerful businessman of the right, and gives those properties to the selected people who support him, but in reality he is the one who has the power of the property, in other words he controls the people that he gave the property and tell them what do with it.

Chavez also started to attack his enemies “United States”. He accused United States of conspiracy to try killhim, take control over Venezuela, and sending people to spy him all under the power of George Bush. Thanks to this Chavez became popular between the left parties worldwide, saying what nobody else had the courage to say.

Chavez is a very smart, he knows perfectly how to control chaos under his regimen. He let the society collapses for the people to appreciate the missions, and the publicsystem he created in Venezuela. That is why he has not taken care such things as security, education, or health. Instead of ending inflation, indeed crucial to alleviating poverty, Chavez set price controls and creates local grocery stores at subsidized prices. Instead of promoting stable property rights to encourage investment and employment, he expands state programs work.
