ANALYSIS OF COMPETITION AND CONGESTION IN COLOMBIAN NATURAL GAS MARKET BY SIMULATION

Colombian policy adopted for the development of natural gas market in 80’s , can be taken as a successful case, for the reason that it has achieved its main purpose of expanding the natural gassupply to reach a better equilibrium in the country energy matrix. (CONPES, 2003)
Nevertheless, with the growth expectations about natural gas use and with the gas-rationing situation lived bythe recent phenomenon EL NIÑO (second half of 2009), it is clear that by current regulation scheme, the colombian natural gas market has not given clear signs that allow an accurate investment ininfrastructure expansion that permit provide efficiently the supply chain in every economic sector of demand (Frontier, 2010). The difficulty of these signs lies in the Colombian gas market particularity,which is completely related with electric generation conditions.
Given these obvious market failures to provide security of supply, comes the need to investigate both problems of availability ofgas in the future as the difficulties in the transportation system. This research focuses on the constraints analysis in the transport system or pipeline. These restrictions have been evidenced in theColombian market when a high thermal generation occurs which has allowed introduced questions for the sector such as identifying the feasibility of adequate an accurate management of congestion ratherthan expanding the transportation system.
With the current market conditions, for an investor is not clear the viability to invest in transport capacity expansion, owing to the congestion intransport have been presented mainly as a consequence of climatological phenomenon El Niño, while for other times of the year the system behavior is normal.
