Durante el sexenio 1988-1994, el gobierno salinista bajo el enfoque del neoliberalismo desarrolló un programa que consistió una reforma desde un Estado benefactor y propietario hacia un Estado solidario y promotor; una política económica apoyada en dos vertientes: una reforma sustentada en una nueva política social el Programa Nacional de Solidaridad (PRONASOL) yen formas de consenso entre los agentes económicos.
