1. What is the radio spectrum?
Radio spectrum refers to the part of the electromagnetic spectrum corresponding to radio frequencies – that is, frequencies lower than around 300 GHz (or, equivalently, wavelengths longer than about 1 mm).
Different parts of the radio spectrum are used for different radio transmission technologies and applications. Radio spectrum is typicallygovernment regulated in developed countries and, in some cases, is sold or licensed to operators of private radio transmission systems (for example, cellular telephone operators or broadcast television stations). Ranges of allocated frequencies are often referred to by their provisioned use (for example, cellular spectrum or television spectrum).
By frequency
A band is a small section ofthe spectrum of radio communication frequencies , in which channels are usually used or set aside for the same purpose.
Above 300 GHz, the absorption of electromagnetic radiation by Earth's atmosphere is so great that the atmosphere is effectively opaque, until it becomes transparent again in the near-infrared and optical window frequency ranges.
To prevent interference and allow for efficient use of theradio spectrum, similar services are allocated in bands. For example, broadcasting, mobile radio, or navigation devices, will be allocated in non-overlapping ranges of frequencies.
Each of these bands has a basic bandplan which dictates how it is to be used and shared, to avoid interference and to set protocol for the compatibility of transmitters and receivers .
As a matter of convention, bandsare divided at wavelengths of 10 n metres, or frequencies of 3×10 n hertz . For example, 30 MHz or 10 m divides shortwave (lower and longer) from VHF (shorter and higher). These are the parts of the radio spectrum, and not its frequency allocation .

2. What is consumer protection?
Consumer protection consists of laws and organizations designed to ensure the rightsof consumers as well as fair trade competition and the free flow of truthful information in the marketplace. The laws are designed to prevent businesses that engage in fraud or specified unfair practices from gaining an advantage over competitors and may provide additional protection for the weak and those unable to take care of themselves. Consumer protection laws are a form ofgovernment regulation which aim to protect the rights of consumers . For example, a government may require businesses to disclose detailed information about products—particularly in areas where safety or public health is an issue, such as food. Consumer protection is linked to the idea of "consumer rights" (that consumers have various rights as consumers), and to the formation of consumer organizations , whichhelp consumers make better choices in the marketplace and get help with consumer complaints .
Other organizations that promote consumer protection include government organizations and self-regulating business organizations such as consumer protection agencies and organizations, the Federal Trade Commission , ombudsmen , Better Business Bureaus , etc.
A consumer is defined as someone who acquiresgoods or services for direct use or ownership rather than for resale or use in production and manufacturing. 
Consumer interests can also be protected by promoting competition in the markets which directly and indirectly serve consumers, consistent with economic efficiency, but this topic is treated in competition law .
Consumer protection can also be asserted via non-government organizationsand individuals as consumer activism.
