The company in question tries to present their experiments to support the argument that public awareness will be much higher when a product or business is advertised with theuse of their billboards.
However, the experiment is not as conclusive as one may think, because the advertisement tries to target a market which does not appear to have the same object of study asthe one which was used in the experiment.
If Big Boards is trying to attract the market of local business and product manufacturers in River City, they should not compare a manufactured product withthe advertisement of a person, even if the person in hand is object of public media focus, as a marathon champion should be expected to be. So by assuming that the effect of publicity over a productand publicity over a sporting champion is supposed to be the same, they may be failing to get the very same customers they are interested in getting: business men.
