RESUMEN
El presente se denomina, CALIDAD EDUCATIVA EN LA PROVINCIA DE LUYA, fulgura la relación que existe entre la manera de conceptualizar la Calidad educativa, plasmada en la práctica diaria. Destaca laimportancia en educación del cumplimiento de la normatividad, que regula el actuar organizacional de las Instituciones Educativas y docentes, mediante la planificación sistemática.
La población estuvo constituida por los 159 Instituciones Educativas y 474 docentes de la Provincia de Luya. Se tomó como muestra a 101 Instituciones Educativas y 217 docentes. La metodología empleada para la presenteinvestigación, consistió en la aplicación de la encuesta “Mejores Maestros Mejores Estudiantes”, identificando así la ausencia de diferentes documentos de gestión educativa y técnico pedagógico.
El objetivo de la presente investigación nos ayuda a Determinar los indicadores que delimitan la calidad educativa a nivel primaria, en la Provincia de Luya, región de Amazonas- 2009, con el cual se afirma lahipótesis: “No existe relación entre los indicadores de calidad educativa en la provincia de luya y los indicadores de calidad exigidos por el Ministerio de Educación a nivel nacional”. Afirmación que se llaga mediante la exploración, aplicando la encuesta ““Mejores Maestros Mejores Estudiantes”.
Los resultados obtenidos en la aplicación de la encuesta, refleja el incumplimiento de lasdiferentes Instituciones educativas y docentes frente a los documentos de planificación, propuestos por el Ministerio de Educación, que redundan en la Calidad Educativa en la Provincia de Luya, región Amazonas. Perú – 2009.

Se puede concluir diciendo que en la Provincia de Luya, no se cumple con la planificación del trabajo académico y administrativo, ignorando que esto facilita al cumplimiento de lasmetas trazadas por los diferentes órganos de gobierno, especialmente si se trata de actividades de gestión educativa.

ABSTRACT
This is called, quality of education in the province of Luya, flashes the relationship between the way of conceptualizing the quality of education,reflected in daily practice. Stresses the importance of education in compliance with the regulations, which regulates the organizational act of educational institutions and teachers by systematic planning.
The population consisted of 159 teachers and 474 Educational Institutions of the Province of Luya. Was taken as a sample of 101 teachers and 217 Educational Institutions. The methodology for thisinvestigation was to survey the implementation of the “Best Teacher Best Student” identifying the absence of different documents of educational management and teaching techniques.
The objective of this research helps us identify the indicators that define the quality of education at the primary level in the province of Luya, Amazonas-region 2009, which states the hypothesis: “There is norelationship between quality indicators education in the province of Luya and indicators of quality demanded by the Ministry of Education at national level “. Affirmation that wound through exploration, applying the survey “Best Teacher Best Student”.
The results achieved in the implementation of the survey, reflecting the failure of the various educational institutions and teachers in front of theplanning documents, proposed by the Ministry of Education, which result in the quality of education in the province of Luya, Amazonas region.
