Can you really trust line managers with HRM?

If I were a general manager or an executive chief for theorganization, I trust line managers with Human Resources Management. Line Managers will manage in a professional way all the employees under their control, because they are in daily contact whit theemployees and lead the department to the organization objectives.

The basic function for the line managers are to lead the department (production, financial, legal, technology), motivate and influenceemployees to work in the best possible clime and effectively towards achieving the organization objectives. For this the line managers must have a knowledge of Human Resources Management, also have agood relationship whit the Human Resources department.

When the line managers have a close relationship with HRM and HR department, they will have more chance to achieve the department objectivesand company objectives, because they will be able to organize and manage capital resource better. The line managers know how many people need for the department, also how many people need to accomplishan company objective.

But this isn't the reality, I think so there are few line managers with HRM knowledge or a relationship with HR department. They don't want to deal with the human resourcesproblems, and they just assume the manager or chief role. Line managers supervise the workers, evaluate the department and personal, try to achieve the objectives, but they don't try to create a linkwith their subordinates.

When there is a problem with an employee, the line manager doesn't resolve and try to send the problem to the HR department, this problem solved late and the employee losesthe hope or confidence to the manager. For example: A worker needs vacations and the line manager send the problem to HR department, the line manager doesn't check the vacations date. The HR...
