Resumen
Día a día surgen diferentes términos, clasificaciones y entendimientos sobre la discapacidad,esto conlleva que los profesionales e instituciones deban manejar un amplio marco teórico sobre la discapacidad. Es así como hoy en la actualidad la discapacidad es comprendida en tres niveles, los cuales representan los conceptos de Deficiencia, Discapacidad y Minusvalía. Cada uno de estos conceptos tiene sus niveles y clasificaciones para su entendimiento.
En Chile, ya existen una serie denormativas para identificar y asegurar, a las personas con discapacidad, ser considerados parte de la sociedad y sus derechos. De esta forma se han realizados una serie de programas y mejoras, como lo fue el Programa de Sensibilización y Difusión, en al año 2000, aunque este fue un claro ejemplo de la pobre planificación con respecto a este tema, de hecho, a la fecha, todos los cambios que se hanrealizado no han sido suficiente para frenar a transgresores, la falta de apoyo y de cultura frente al tema.
Según estudios realizados por entidades gubernamentales, en Chile existen 2.068.072 personas con discapacidad, ocupando el 34,6% de los hogares chilenos. Las deficiencias físicas son las más presentes.
También es importante abordar que internacionalmente existen una serie de normativas, dondelas más importantes son las realizadas por la ONU y la OEA. De la misma manera también están establecidas una serie de estandarizaciones para las ayudas técnicas.
El Diseñador, si bien cumple con un perfil ideal para mejorar y ejercer en este tema, se encuentra en un estado muy prematuro, profesionalmente hablando. Su accionar podría aportar un gran avance en el mejoramiento de la calidad de vida,el planteamiento correcto del medio y el desarrollo de nuevas herramientas para la autonomía de las personas con discapacidad.
Abstract
Day after day different terms, classifications and understandings arise on the disability; this carries that the professionals and institutions should handle a wide theoretical frame on the disability. It is as well as today at present the disability is understoodin three levels, which represent the concepts of Deficiency, Disability and Handicap. Each of these concepts has his levels and classifications for his understanding.
In Chile, already a series of regulations exist to identify and to assure, the persons with disability, to be considered to be a part of the company and his rights. There have been realized a series of programs and improvements,since it was the Program of Awareness and Diffusion, in a year 2000, however this one was a clear example of the poor planning with regard to this topic, in fact, to the date, all the changes that have been realized have not been sufficient to stop transgressors, the lack of support and culture on the topic.
According to studies realized by governmental entities, in Chile 2.068.072 persons live withdisability, occupying 34,6 % of the Chilean homes. The physical deficiencies are the most present. Also it is important to approach that internationally a series of regulations exist, where the most important are the realized by the UN and the OEA. Of the same way also a series of standardizations are established for the technical helps.
