The National Commission for Special and Commercial Treatment Free Zones and Special Development Zones - CONAFRAN is a decentralized public organism assigned to the Ministry of Foreign Trade and Tourism - MINCETUR, that enjoys a functional, administrative, economical and technicalautonomy. The Exportation, Transformation, Industry, Commercialization and Service Centers (CETICOS) constitute properly delimited geographic areas, that have primary zones of special treatment, destined to foment the national and foreign investments, promoting principally the exportation of regional added value products and impelling the employment generation, among others .
