CONGESTION, INSECURITY AND REPROCESSING CAUSE DELAYS IN RETIREMENT OF LOADS IN THE PORTS OF THE TRINITARIA ISLAND - GUAYAQUIL
The growth of the loads from 20 to 40% inthe private ports of Guayaquil, located mostly in the Trinitaria Island, showed the failings of the logistic system, security and access that they have.
The problematicsin the logistics of retirement and transport of load is given by the congestion caused in the process of billing, record of truck, admission, load and exit. A process thathas a normal 30 minutes procedure can take up to 4 hours depending on the users' quantity.
Once obtained the documents needed for the admission to TPG (Guayaquil PortTerminal), the drivers must register and wait for the authorization of enter to the Port (TPG 1 or TPG 2). This process of registration and entry takes between 30 minutes to 13hours, during this time the drivers must remain in the “Waiting Area”.
Due to the limited space of the port, the authorization of admission is made in small groups,generating, long columns like that for entry and exit of vehicles, blocking the only exit ramp to these ports.
It is important to also note, that due to the crowding ofvehicles the sector has become more insecure and the bulgaries have increased significantly.
The customs agents, carriers and stakeholders have been requested through theNational Service of Customs of the Ecuador - SENAE that carry out programmed deliveries, extension of exit ramps and simplification of admission and authorization processes.As a consequence of the delay in the attention, the carriers are looking to take measures such as making a paralyzation to increase the values in freight rates for cargo.
