Dentro del marco normativo que rige el Sistema de Seguridad Social en Colombia, se encuentra la Ley 100 de 1993 cuyos objetivos se basaron en la prestación de servicios en saludcon calidad y con un principio fundamental que es el derecho a la vida. Para dar cumplimiento a sus objetivos, se instauró la creación de las EPS, IPS y FOSYGA como actores dentro delSistema donde su labor consiste en administrar los recursos públicos financieros garantizando que todos los Colombianos gocen de un excelente estado de salud y para ello debenrealizar actividades de fomento y prevención.

Años después, finalmente se reconoce que existen falencias en el Sistema anterior y se plantea una reforma al mismo donde se eliminanlas EPS y FOSYGA para dar paso a otra administración con un enfoque más global en cuanto a la Responsabilidad Social que se tiene para con los usuarios del Sistema.

Whitin of framework normative that governs to the Colombia´s Social Segurity System, there is the Law 100of 1993, where its objetives were based on the atention of health services whith quality and a principle fundamental like as right to life. To comply the objetives, created the EPS,IPS and FOSYGA as actors inside of System where ther labor is manage the public financial resources to securing that all Colombians enjoy of the excellent health and to get it, theymust perform activities of promotion and prevention.

Years later, finally it recognize there are shortcomings inside System and proposed a reform where the EPS and FOSYGA areremoved to begining other manage whith approach more global about Social Responsability to the System users.
