El desarrollo es una condición social, en la cual las necesidades auténticas de su población se satisfacen con el uso racional y sostenible de recursos y sistemasnaturales. La utilización de los recursos estaría basada en una tecnología que respeta los aspectos culturales y los derechos humanos. Todos los grupos sociales tendrían acceso a las organizaciones y a servicios básicos como educación, vivienda, salud, nutrición y que sus culturas y tradiciones sean respetadas.
En términos económicos implica que para la población hay oportunidades de empleo ysatisfacción de al menos las necesidades básicas. Esto indica cierta distribución de la riqueza para lograr el acceso de toda la población a servicios básicos, pero una vez satisfecho esta condición, pueden existir numerosas distribuciones de la riqueza que la satisfagan.
