Themacro definition of diplomacy is the process of communication that is central to the working of the global system. According to the micro conception, diplomacy refers to a policy instrument ratherthan a global process.
The will to defend a topic is influenced by one’s capabilities, tools and characteristics (Churchill’s example of animals). Nation-States are the main actors in diplomacy becausethey are the ones owning the most powerful tools. In the traditional diplomacy, there’s a regularized process: diplomatic rights to conduct the negotiation, representation through ambassadors, andextraterritoriality. Those rules are needed because otherwise, everybody would come to the negotiation with its own habits and with a will to defend too firmly his interests. The power of the State is akey element (physical strength, skills, economic power).
New diplomacy refers to other actors than governments, such as NGOs, TNCs, intergovernmental organizations (UN). Communication is faster andmore efficient, therefore citizens’ expectations are better conveyed. Information also reaches them better in such a way that they are eager to live in world democratic standards. The InternationalCriminal Court sets world laws and defines unacceptable crimes that have to be handled commonly. Interests at stake are now more the civilians’ ones than the countries’ ones (welfare States). But theprocess is more complex because of the number of new actors (for instance the power of TNCs in politics through funding). New diplomacy also implies agendas, rounds of negotiations about issuesdifferent from military ones and set on a longer run (sustainable development). The focus is put on low politics.
