ECONOMIC POLICY

Guidelines and guidelines by which the state regulates and guides the economic process of the country, defines the general criteria that support, according to the overall development strategy, key areas and instruments for the financial system, public spending, the public companies, to link with the world economy and the training and productivity. This aims to create the rightconditions and the overall framework for the development of social policy, sectoral policy and regional policy. Form of deliberate state intervention to achieve certain objectives, using the exclusive means available: fiscal policy, spending policy, monetary policy, etc.


POLÍTICA ECONÓMICA

Directrices y lineamientos mediante los cuales el Estado regula y orienta el proceso económicodel país, define los criterios generales que sustentan, de acuerdo a la estrategia general de desarrollo, los ámbitos fundamentales e instrumentos correspondientes al sistema financiero nacional, al gasto público, a las empresas públicas, a la vinculación con la economía mundial y a la capacitación y la productividad. Todo ello pretende crear las condiciones adecuadas y el marco global para eldesenvolvimiento de la política social, la política sectorial y la política regional. Forma de intervención deliberada del Estado para lograr ciertos objetivos, haciendo uso de los medios exclusivos de que dispone: política fiscal, política de gasto, política monetaria, etc.


INTERNATIONAL ECONOMIC POLICY

There internationally a group of institutions that control the evolution of the economyand impose a policy to countries that borrow, the weakest. Are the World Bank (WB), International Monetary Fund (IMF) and the World Trade Organization (WTO) (formerly the GATT, General Agreement on Tariffs and Trade). The WB and the IMF provide investment aid in the Third World, but their ineffectiveness has been recognized by the agencies themselves.

The GATT and then the WTO, seekinginternational market liberalization. On 1 January 1995, the GATT was replaced by the WTO (World Trade Organization).

The WTO meeting in Seattle 1999, sought to further liberalize international trade, but failed, to pressure from European countries on the one hand and the Third World, on the other hand did not want to give up their advantage more competitive: a cheap labor. The meeting came to lightanti-globalization movements, arguing that international trade liberalization benefits only the rich.

The problem of Third World countries is not lack of investment channels, but the lack of equitable distribution channels of income. Investments in the Third World are exploited by those who have the means to invest in and capitalize on changes that are not disadvantaged Third World. Thelending increases countries' foreign debt, which must agree to pay for liberal policies that benefit the wealthy and create misery, forming a vicious circle difficult to avoid. By reducing the benefits and wealth, debt increases, and so on.

Although theoretically developed capitalism is not interventionist truth is that the economy, at all levels: national, international and private (MNCs) is welloperated, so there is a real economic policy more or less effective.


POLÍTICA ECONÓMICA INTERNACIONAL

Existen a nivel internacional un grupo de instituciones que controlan la evolución de la economía e imponen una determinada política a los países que piden préstamos, los más débiles. Son el Banco Mundial (BM), el Fondo Monetario Internacional (FMI) y la Organización Mundial delComercio (OMC) (antes el GATT, Acuerdo General sobre Aranceles y Comercio). El BM y el FMI prestan ayudas a la inversión en el Tercer Mundo, pero su ineficacia ha sido reconocida por los propios organismos.
El GATT, y luego la OMC, procuran la liberalización del mercado internacional. El 1 de enero de 1995 el GATT fue sustituido por la OMC (Organización Mundial del Comercio).
