RESUMEN
El presente trabajo de investigación titulado "Derecho Humano al Agua Potable", se desarrolló con el objetivo de fomentar y reconocer el acceso alagua potable, como derecho humano universal, indivisible e imprescriptible; para ello se accedió a diferentes investigaciones realizadas por organismos gubernamentales y no gubernamentales, sociedad civil y personas entendidas en el tema.
Elabastecimiento de agua potable insuficiente e inadecuada que implican riesgos, representa un problema constante sobre la salud de la poblaciónmundial. La Organización Mundial de la Salud (OMS) estima que 80% de todas las enfermedades en el mundo en desarrollo, son causadas por la falta de agua limpia y saneamiento adecuado, siendo ésta una de las causas principales de enfermedades y muertes sobretodo en los niños.
Las dimensiones de los impactos a la salud, que en nuestras poblaciones supone no tener acceso a agua en buenas condiciones de salubridad son ya innegables. A pesar de los aportes del progreso científico y tecnológico, el agua sigue siendo un problema; por esta razón, en el contexto de la creación de un mundo cada vez más globalizado, no podemos más que adoptar una ópticapolítica para organizar los esfuerzos que confluyen en la satisfacción de esta necesidad básica para todos y cada uno de los habitantes de nuestro país.
El agua potable es un recurso vital para el ser humano y el derecho al agua potable y al saneamiento forma parte integrante de los derechos humanosoficialmente reconocidos en los diferentes eventos internacionales. Nunca se ha considerado el agua comolo que realmente es: un bien común universal, patrimonio vital de la humanidad. El acceso al agua debe ser considerado como un derecho básico, individual y colectivamente inalienable.
Frente a esto, se debe optar por una nueva cultura del desarrollo sostenible en materia de aguas. Si pensamos que el bosque no es un simple almacén demadera, entonces nuestros ríos, acuíferos, humedales y lagos sonmucho más que simples almacenes de agua. Debemos entenderlos como valoressociales, culturales, ambientales, además de los valores productivos que representan a corto plazo. Integrar este conjunto de valores es enfocar el tratamiento de nuestros ecosistemas desde un nuevo Derecho Humano al Agua.
ABSTRACT
The present titled investigation word "Human right to the drinkable water", was developmentwith the objective of to foment and to recognize theaccess to the drinkable water, as universal, indivisible and non prescription human right; for it, we accessed to different investigations carried out by government organisms, civil society and people in the topic.
The supply of insufficient and inadequate drinkable water that imply risks represents a constant problem about the world population’shealth. The World Organization of Health (WOH) estimates that 80 % of all the illnesses in the world in development, are caused by the lack of clean water and appropriate reparation, being mainly this one of the main causes of illnesses deaths in the children.
The dimensions of the impacts to the health that supposes do not have access to water under good health conditions in our populations arealready undeniable. In spite of the contributions of the scientific and technological progress, the water continues being a problem; for this reason, in the context of the creation of a world every time more integrate, we are not able to more than to adopt a political optics to organize the efforts that converge in the satisfaction of this basic necessity for all and each one of the inhabitants ofour country.
The drinkable water is a vital resource for the human being and the right to the drinkable water and the reparations is integral part of the officially grateful human right in the different international events. It as never been considered the water like what is really: A very common one universal good, the humanity’s vital patrimony. The access to the water should be considered...
