I. Introduction
The controlling purpose of this paper is to answer the question 119 from Cobin’s book “Políticas Públicas” using the answer found in Mises’ book “Human Action”.

II. LiteratureReview
Question 119: “In what sense are entrepreneurs different from other men? What culpability do they have for generating present consumer preferences?” (Cobin 2009, p. )
Acording to Mises: “Hetrusts his own ability to understand future market conditions better than his less gifted fellow men.” (Mises 1996, p.299)
And on their culpability for generating consumer preferences:
It is notthe fault of the entrepreneurs that the consumers—the people, the common man—prefer liquor to Bibles and detective stories to serious books, and that governments prefer guns to butter. Theentrepreneur does not make greater profits in selling “bad” things than in selling “good” things. His profits are the greater the better he succeeds in providing the consumers with those things they ask formost intensely. People do not drink intoxicating beverages in order to make the “alcohol capital” happy, and they do not go to war in order to increase the profits of the “merchants of death.” Theexistence of the armaments industries is a consequence of the warlike spirit, not its cause. It is not the business of the entrepreneurs to make people substitute sound ideologies for unsound. It restswith the philosophers to change people’s ideas and ideals. The entrepreneur serves the consumers as they are today, however wicked and ignorant. (Mises 1996, pp. 299-300)

III. ConclusionEntrepreneurs use their superior capacity on understanding market conditions in order to take opportunities other people can’t see. Also, they do not generate preferences on the consumers; they merelyprovide them on those things they ask for more intensely.
In Chile entrepreneurs do exactly the same thing. Those who succeed on providing what the consumer is looking for more accurately, not taking...
