SCENARIO I: PAKISTAN NUCLEAR CRISIS (19 April 2012)
There has been a nuclear accident in Pakistan near the border with India. A Pakistani
nuclear weapon has begun to leak nuclear material.The Pakistani government, opposed
to any outside help, has said that it alone can take care of the situation. India has
threatened military action to take control of the area where the nuclearleak is occurring
and stem the flow of thousands of refugees across the border. The United States, with
forces in Afghanistan, has informed its allies that it would prefer to deal with thePakistanis alone. Informal discussion has begun in the UN Security Council.
The United Nations Secretary General (UN SYG) has called a meeting of relevant UN
agencies and other internationalorganizations, believing that an international effort, led
by the UN, can most effectively deal with the crisis. Present at the meeting are:

SCENARIO II: ALGERIA IN TURMOIL (26 April 2012)
Reminiscent of the tragedy in Libya in early2011, 300,000 refugees are fleeing a
growing civil war in Algeria. Estimates are that somewhere over 200,000 are attempting
to cross the Mediterranean Sea in small boats, most likely toFrance and Italy.
Meanwhile, military forces loyal to the Algerian government have shelled and bombed
civilians in their attempt to quell armed uprisings in various parts of the country.President Sarkozy of France has requested that the EU convene an emergency meeting in
Paris with interested parties in an attempt to deal with this growing humanitarian disaster.
