Safe Tourism

Currently, the hard global economic outlook makes the poor countries specially Islandstates, whose natural beauty and cheap labor make them interesting places for the tourism industry. According with Lelei Lelaulu, monitoring certain rules makes tourism be more sustainable and couldreduce the environmental impact in these countries. The formulation of these general rules for sustainable tourism development is based on actual experience of Hawaii and as this particular case can bea model for future tourist developments.

These rules are divided in four, the first rule is: ‘keep the tourists all in one place for as long as you can during their visit’. In this sense theexperience in Hawaii give a clear picture about the development of sustainable tourism. Given the geographical conditions of Hawaii all tourist development was concentrated in one place, creating specificimpact areas, where the development of hotel infrastructure, not adversely affect the entire island. This condition introduces the second rule: ‘do not displace any existing destinations’. In thespecific case of Hawaii there is a very clear policy about the growth of hotel infrastructure, not allowing the construction of new hotels outside the tourist area.

The third rule is: ‘take fewertourists who will stay longer and spend more’. The control of the hotel offer is important at this point, since; allow overgrowth of hotels makes costs such as lodging, tickets, food are reduceddramatically given the high competition. This situation has a negative effect because it is impossible to balance the economic profit with the high cost of maintenance of the hotel industry. Finally, the fourthrule is: ‘involve the local community’. For touristic growth be successful is important to go hand in hand with social development, involving all levels of the local population.
