La larga duración de la vigencia del Reglamento de explosivos, aprobado por el Real Decreto 2114/1978, de 2 de marzo, en paralelo con las transformaciones administrativas, económicas y técnicas producidas desde el año 1978 en que fue promulgado hasta el presente, hacen notoria la necesidad de una revisión globalde dicho Reglamento, incorporando tales modificaciones y adaptando el nuevo texto a las disposiciones legales últimamente aprobadas. En efecto, adoptada por el Consejo de las Comunidades Europeas la Directiva 93/15/CEE, relativa a la armonización de las disposiciones sobre la puesta en el mercado y el control de los explosivos con fines civiles, se debe realizar su transposición al ordenamientojurídico español con la modificación del Título VII del Reglamento de explosivos. De igual manera, al amparo de las facultades concedidas al Gobierno en los artículos 6 y 7, y en la disposición final cuarta de la Ley Orgánica 1/1992, de 21 de febrero, sobre Protección de la Seguridad Ciudadana, que ha desarrollado la competencia del Estado en materia de explosivos, reconocida en la Constitución...
