Security with flexibility for a more competitive, modern and efficient labor market

1. Executive Summary

The global strategic response to the EU for the challenges of the economic crisis in the short term and the present and future challenges of globalizationis to promote the systematic development of national reform strategies to improve the adaptability of workers and companies to this new and changing economic environment by promoting the "European social model".
Europe has established "Flexicurity" as a tool for modernization of national labor markets. The objective is not only tackling the crisis, it is also to maintain and achieve the Lisbonobjectives, for which they require new forms of flexibility and job security for both employees and employers.
Flexicurity aims at ensuring that EU citizens can enjoy a high level of security in the world of work and not just a job. That is, it is to equip people with the skills and support of public and free job placement private institutions for workers, allowing them to access, progress andremain in the labor market. This implies a strong emphasis on the effectiveness of active employment policies (of continuing education and job search) made by both agencies in the public system, as private employment agencies (even ETTs in Spain) that have a solvent infrastructure.
Similarly, flexicurity recommends that companies can adapt their workforce to changing economic conditions and torecruit staff with a better combination of capabilities which can be more productive and adaptable, providing higher levels of innovation and competitiveness.
The policy measures on the labor market is often designed and implemented in different parts. In these cases, are intended to increase business flexibility and safety of workers and, consequently, neutralize or contradict each other.
It's aboutcreating a context in which security and flexibility to adapt and not confront each other. Thus, both enterprises and workers can benefit from both, that is, a better organization of work and "upward mobility" resulting from the improved capabilities and investment in training that pay off for enterprises and help workers to adapt to change and accept it.
The neologism of "flexicurity"determines the new common European model applied to the labor market that underpins the guidelines of the European Employment Strategy. This European model of "flexicurity" predominates and in the Nordic countries, in particular, the Danish labor market is the most referenced.
When we speak of "flexicurity" we mean a high degree of flexibility, achieved through easier in hiring and firing rigiditieschildren with a high level of social protection also through generous unemployment benefits, subject to job search and proactive in the relocation of unemployed.
Strict legislation to protect the job reduces the number of layoffs but encourages and supports the dual segmentation in the labor market between the "hyper-protected" and "hyper-unprotected." The groups most affected by this unfavorablesituation are difficult to insert groups (youth, women, people over 45 years and long-term unemployed).
The labor market reforms should follow the direction of the three components of flexicurity to increase employment rates. These three components are: adaptation of the legislation for the protection of employment to the new economic environment increased spending on active labor market and socialinsurance rates to unemployment rates (which ensure a balance between rights and obligations of the unemployed).
The objective is making the entire EU to speak the same work language, but being aware that recipes can not be generalists. The goal is for all EU countries to converge to the same standards, according to the leading countries, in which encompass the greater competitiveness, stable...
