LA LEY
1. El principio de la legalidad en sus sentidos formal y material
cuando se habla o se trata eltema de función administrativa entendemos que es una función del estado bajo un orden jurídico , tipo de funciones nos dice que ningún tipo de órgano de estado puede tomar decisiones individuales o puedes hacerse lo mismo sin antes no recibir antes reglamentos o leyes las cuales lo regulen de forma completa.
este principio nos da a entender que la norma o la ley que sea expedida por losformuladores de las leyes hacía los órganos sean de manera abstracta e impersonal es decir que no se refieran a una persona en lo particular.
este principio hace referencia que todos y cada unos de los órganos de los estados no devén de tomar decisiones individuales que no estén previstas o que ya estén aplicadas y que las estén regulando salvo el caso de facultad discrecional.
