Recibido: 24 noviembre 2003 RESUMEN Para hacer teoría de planificación en la gestión deportivamunicipal, he creído conveniente unificar la esencia de varios procesos de planificación diferentes pero necesariamente complementarios y concluyentes en el ámbito municipal: 1º) el ayuntamiento como empresa sigue un planteamiento económico y productivo (perspectiva empresarial); 2º) el ayuntamiento como entidad pública debe garantizar la participación de los representantes de los ciudadanos y respetarlas normas que rigen su funcionamiento (perspectiva local); y 3º) el ayuntamiento como potencial instrumento para satisfacer las necesidades de los ciudadanos debe conseguir cambios, adaptaciones o modificaciones hacia valores y actitudes deseables (perspectiva de la animación sociocultural). La planificación deportiva municipal, como en otros ámbitos como el educativo o el empresarial dondeexisten estructuras administrativas jerarquizadas, la intervención se sucede en diferentes niveles, en general por y hacia diferentes personas y siempre deben mantener el rigor y coherencia con la directrices marcadas. Esta estructura en niveles se asienta en mí propuesta en las tres perspectivas anteriores con la finalidad de trazar el cauce hacia la satisfacción de necesidades de los ciudadanosutilizando diferentes instrumentos de diagnóstico en cada uno de ellos para garantizar, por un lado, la idoneidad entre diagnóstico-satisfacción-cambio actitudes y valores y por otro lado, la coherencia entre los diferentes niveles.

SUMMARY So as to develop the theory of local authority fit to unify the essence ofvarious planning processes which are different but necessarily complementary and conclusive in the field of local authorities: 1st The local authority as an enterprise follows a financial and productive layout (Business perspective); 2nd The local authority as a public body must guarantee the participation of the citizens representatives and respect the norms which control its functioning (Localperspective) and 3rd the local authority as potential instrument to satisfy the needs of the citizens, must achieve changes adaptations or alterations towards desirable values and attitudes (Leisure Activities Perspective). In local authorities’ sports planning as in other fields such as education or business where hierarch zed administrative structures exist, intervention takes place at differentlevels, generally by and towards different persons and must always maintains rigour and coherence with the guidelines set down. This structure in levels is established, in my proposal, in the three above mentioned perspectives with the purpose of tracing the way towards satisfying the need of the citizens using different instruments of diagnosis in each one of them to guarantee, on one hand, thecompatibility between diagnosis-satisfactionchange of attitudes and values, and on the other hand, coherence between the different levels.
