Topic A: Human trafficking and smuggling.
Since the year of 1998 Italy has been fighting against the human trafficking and the protection of its victims. It was built from the principle that aneffective anti-trafficking strategy should be based on a victim rights centered approach. Those principles come from the article number 18 of the national law that talks about migration and also in thearticle number 13 that is against trafficking in the human beings. Its functioning is through three main tools: The programs for temporary assistance, the Programs for long term assistance and socialinclusion and the national anti-trafficking Toll-Free Help-line.
The Department of Equal Opportunities is the national authority in charge of coordinating and promoting action for the protection oftrafficked persons, this department is the one who defend human rights and gender. This department also offers the victims the opportunity of a new life in Italy helping them in everything they need.All forms of trafficking in human beings are prohibited; some examples are prostitution and slavery. The consequences from any type of human trafficking can be from eight to twenty years of prison.The assistance system for victims of trafficking is managed by the Inter-ministerial Committee on Trafficking. This committee is composed of representatives from the Department for Equal Opportunities.The smuggling of migrants is a truly global concern, with a large number of countries affected in this case Italy. Most of the migrant smugglings in Italy are through maritime routs “boat landings”especially on the southern coast of the country. In political discussion there is continual reference to the problems of controlling the thousands of kilometers of coastline which form part of theItalian border. The attention paid to its maritime borders is not high. The land border of Italy represents only 20% of its total external border. So it is not that much hard for the migrants to enter...
