The International Civil AviationOrganization (ICAO) a specializedagency of theUnitedNations. Itcodifiestheprinciples and techniques of international air navigation and fosterstheplanningand development of international air transporttoensuresafe and orderlygrowth. Itsheadquarters are located in theQuartier International of Montreal,Quebec, Canada.
The ICAO Counciladoptsstandards and recommendedpracticesconcerning air navigation, itsinfrastructure, flightinspection, prevention of unlawfulinterference, and facilitation of border-crossingproceduresforinternational civilaviation. In addition, the ICAO defines theprotocolsfor air accidentinvestigationfollowedbytransport safety authorities in countriessignatorytotheConventionon International Civil Aviation, commonlyknown asthe Chicago Convention.
The ICAO shouldnot be confusedwiththe International Air TransportAssociation (IATA), a tradeorganizationforairlinesalsoheadquartered in Montreal, orwiththe Civil AirNavigationServicesOrganisation (CANSO), anorganizationfor Air NavigationServiceProviders (ANSPs) withitsheadquarters at AmsterdamAirportSchiphol in theNetherlands. These aretradeassociationsrepresentingspecificaviationinterests, whereas ICAO is a body of theUnitedNations.
History
Theforerunnertothe ICAO wasthe International Commissionfor Air Navigation (ICAN). Ithelditsfirstconvention in1903 in Berlin,Germanybut no agreementswerereachedamongtheeightcountriesthatattended. At thesecondconvention in 1906, alsoheld in Berlin, 27 countriesattended. Thethirdconvention, held in London in1912 allocatedthefirst radio callsignsfor use byaircraft.[2][3] ICAN remained in operationuntil 1945, whentheProvisional International Civil AviationOrganization (PICAO) replacedit. In 1947 PICAO becameICAO.
