RESUMEN
El hombre como individuo sociable a lo largo de su evolución ha creado y diseñado estructuras organizadas, que le han permitido retroalimentarse con elentorno en un intercambio continuo de información experiencia, para prever el futuro y adelantarse a los acontecimientos que los podrían afectar. Desde los primeros tiempos conocer el futuro ha causado terror y desconcertado a la humanidad, sin embargo la fabricación de probables escenarios ha permitido predecir los caminos y alternativas a seguir en un mañana incierto y prepararse para asumiresta realidad con las mejores herramientas de subsistencias. La práctica de la planificación estratégica es una herramienta útil a la gerencia, no para adivinar el futuro o abolir sus riesgos, sino para que una empresa o institución pueda enfrentarse en mejores condiciones que la competencia a las condiciones cambiantes propias de su entorno. La planificación estratégica se enmarca en un estilo dedirección denominado Dirección Estratégica y consiste en la instrumentalización técnica y racional de un proyecto político de organización universitaria, mediante la cual se toman decisiones en la dirección de los resultados esperados y que conforman lo que la organización quiere alcanzar para constituir su propia visión o imagen futura. Por otra parte, un Plan estratégico no es más que unreflexión colectiva en la que se cuestiona las bases más profundas en las que se asienta la Universidad (su misión, visión como institución) y se establecen unas nuevas y actualizadas, pensando en su futuro a medio y largo plazo.

ABSTRACT

The man like sociable individual along his evolution has created and designed organizedstructures, which they have allowed him to make a feedback with the environment in a constant exchange of information experience, to foresee the future and to go forward to the events that might affect them. From the first times to know the future has caused terror and disconcerted the humanity, nevertheless the manufacture of probable scenes has allowed to predict the ways and alternatives tocontinuing in an uncertain tomorrow and to prepare to assume this reality with the best tools of subsistence. The practice of the strategic planning is a useful tool to the management, not to guess the future or to abolish his risks, but in order that a company or institution could face in better conditions that the competition to the changeable own conditions of his environment. The strategicplanning places in a management style named Strategic management and consists of the technical and rational instrumentalization of a political project of university organization, by means of which decisions take in the direction of the awaited results and which they shape what the organization wants to reach to constitute his own vision or future image. On the other hand, a strategic Plan is not anymore that a collective reflection in the one that questions the deepest bases in which one agrees the University (his mission, vision like institution) and some new establish and updated, thinking about his future in the medium and long term.
