“The GENERAL IDEAof a CONSTITUTION and of constitutionalism originated with
the ancient Greeks and especially in the SYSTEMATIC, THEORETICAL, and DESCRIPTIVE writings ofAristotle. Aristotle used the Greek word for

them was "the arrangement of the offices in a STATE". In this DESCRIPTIVE

Every government has an ORGANIZATIONAL STRUCTURE that defines the
Specific RESPONSIBILITIES ofits PUBLIC officials. Some officials make the laws,
others see to their enforcement. Taxes must be collected and revenues
spent. There must be provision for preserving the DOMESTIC peace andproviding for NATIONAL DEFENSE.”
