The Basilica of the National Vow arose from the idea of building a monument as a perpetual reminder of the consecration of Ecuador to the Heart of Jesus , raised by Father Julio Matovelle , Representative of the Republic in 1883.The project was contracted in France by French architect Emilio Tarlier , who had already had experience on similar construction in Spain , France andEngland . 2. Whom inspired the Parisian cathedral of Notre Dame, made the planes between 1890 and 1896 President Luis Cordero Crespo issued the decree to begin work on July 23, 1883 ; although in practice he ran for the presidency of Dr. José Maria Placido Caamano, who confirmed the decree on 5 March 1884.2

The construction work was originally planned in the areaof El Bethlehem , north of La Alameda park ; Therefore in 1884, the Convention appointed buy some land located in this area , but after preliminary studies determined to be not strong enough to build a building of the desired size and that should be made extremely high costs. They then decide to change the location of the building ; Suggested is the fifth of the Hurtado family, located at thefoot of the hill of San Juan, whose floors were firm enough to support the weight of a building basílica.2
To finance the work, the National Congress, and according to the budget law for that year appointed the amount of 12,000 pesos from the National Treasury (annual budget ); payable to 1000 pesos per month since 1884. decree of July 3, 1885 , the Provincial Council Quiteño IV became theconstruction of the Basilica in religious commitment on behalf of the country. With approval of Pope Leo XIII, the construction of the monumental building was begun in 1887 ; and for five years would be in charge of the Fathers of the Heart of Jesus. , 2 although these did little to achieve that objective.
For some years, and to continue the construction, donations of believers who provided money , laboror materials to change their names in the record piedras.2 In 1895 , the government introduced a tax on purchases is accepted salt to continue edificación.1

La Basílica del Voto Nacional surgió de la idea de construirun monumento como perpetuo recuerdo de la consagración del Ecuador al Corazón de Jesús, planteada por el padre Julio Matovelle, Diputado de la República en 1883.
El proyecto fue contratado en Francia por el arquitecto francés Emilio Tarlier, que ya había tenido experiencia en construcciones similares en España, Francia e Inglaterra.;2 quien inspirado en la catedral parisina de Notre Dame, hizo losplanos entre 1890 y 1896.
