U.S. dentist's son RalphNewbery and Argentina Malargie Dolores, was born at the family home located on Calle Florida in Buenos Aires. At the age of eight years he visited the United States alone. Later, back in Argentina, studiedat the Scottish school of San Andrés Olivos, graduating from high school second in 1890. He traveled to America to pursue their studies in engineering at Cornell University. In 1893 continued in theDrexel Institute in Philadelphia, where he studied with Thomas Alva Edison and in 1895 obtained the degree of electrical engineer.
Upon returning to his country began to work as head of the Light andTraction Company of Rio de la Plata. In 1897 he joined the Navy at the time of Argentina-border dispute with Chile as an electrical engineer. He worked as a swimming instructor at the Naval Academyand in 1899 the Navy sent him to London for the purchase of electrical equipment. His career in the Navy in 1900 lasted until he was appointed Director General of electrical, mechanical and lighting ofthe Municipality of the City of Buenos Aires, public he held until his death.
In 1904 he held the chair of Electrical Engineering at the National Industrial School (later Otto Krause TechnicalSchool), which had been created and directed by engineer Otto Krause in 1893.
