PREÁMBULO

PREAMBLE

Nosotros, los participantes en la
Conferencia Mundial sobre la Ciencia para elSiglo XXI: Un nuevo compromiso, reunidos en
Budapest (Hungría) del 26 de junio al 1º de julio
de 1999 bajo los auspicios de la Organización de
las Naciones Unidas para la Educación, la Ciencia
y la Cultura (UNESCO) y el Consejo Internacional
para la Ciencia (ICSU), declaramos lo siguiente:

We, participants in the World Conference on Science for the Twenty-First Century: A New Commitment,assembled in Budapest, Hungary, from 26 June to 1 July 1999
under the aegis of the United Nations Educational, Scientific and Cultural Organization
(UNESCO) and the International Council for
Science (ICSU), state the following:

Advancing the objectives of international peace and the common welfare of humankind is one of the highest and most noble goals of our societies. The creation of
UNESCO and ofICSU, more than half a century ago, was a symbol of the international
determination to advance these objectives
through scientific, educational and cultural
relations among the peoples of the world.

Promover los objetivos de la paz
internacional y el bienestar común de la
humanidad es una de las metas más elevadas y
nobles de nuestras sociedades. La creación de
la UNESCO y el ICSU, hace más demedio siglo,
fue un símbolo de la determinación internacional
de realizar esos objetivos mediante la
instauración de relaciones científicas,
educacionales y culturales entre los pueblos del
mundo.

The above objectives are as valid
now as they were fifty years ago. However,
while the means of achieving them have
been greatly improved over this half-century
through scientific and technologicalprogress,
so have the means of threatening and compromising them. In the meantime, the political, economic, social, cultural and environmental context has also changed profoundly,
and the role of the sciences (natural sciences
such as physical, earth and biological sciences, biomedical and engineering sciences,
social and human sciences) in this changed
context needs to be collectively defined andpursued: hence the grounds for a new commitment.

Los mencionados objetivos son tan
válidos hoy como hace cincuenta años. No
obstante, si bien los medios para alcanzarlos han
mejorado considerablemente en este medio siglo
gracias a los adelantos de la ciencia y la
tecnología, también han progresado los que
pueden ponerlos en peligro o comprometerlos.
Entretanto, el contexto político, económico,social,
cultural y ambiental también ha cambiado
profundamente y la función de las ciencias
(naturales, físicas, geológicas, biológicas,
biomédicas, de la ingeniería, sociales y humanas)
en este contexto modificado debe ser definida y
asumida colectivamente, lo cual justifica un nuevo
compromiso.

Habiendo adoptado la Declaración sobre la
Ciencia y el Uso del Saber Científico e
inspirándonos en la Nota introductoria al
Programa en pro de la Ciencia: Marco General
de Acción,

Having adopted the Declaration on Science
and the Use of Scientific Knowledge, and
having taken inspiration from the Introductory Note tothe Science Agenda - Framework for Action,

4.
Acordamos aprobar de común acuerdo el
presente Programa en pro de la Ciencia: Marco
General de Acción , como conjunto de orientaciones
e instrumento de acción para alcanzar los objetivos
proclamados en la Declaración.
