La Concesión Administrativa.
Según el autor Dr. Luis M. Delgadillo en su libro Elementos del Derecho Administrativo: Nos explica aspectos importantes sobre la concesiónadministrativa: la transmisión de algunos derechos del Estado a los particulares, se ha dado desde la antigüedad a través de diferentes procedimientos e instrumentos. En nuestro país estos derechos se trasfirieron, durante el siglo XIX, a través de contratos, como sucedió en materia ferrocarriles, energía eléctrica, hidrocarburos, servicios bancarios y explotación minera, principalmente, sobre todo en razón deque el Estado carecía de la experiencia técnica y de la capacidad financiera para la realización de esas actividades, por lo que a través de acuerdos de voluntades con los particulares, generalmente extranjeros, se convino ceder su ejercicio.
