En México como en otros países, la corrupción constituye un fenómeno que perjudica a la sociedad y a su gobierno, y que paulatinamente ha evolucionado hasta convertirse en un problema de seguridad nacional que pone en riesgo el desarrollo económico y social; se trata de un problema que tiene que ver con el servicio público, o mejor dicho, es un fenómeno que hoy día es la herencia yreminiscencias de malos gobiernos que lo institucionalizaron como medio de control para garantizar la permanencia en el poder.
Se dice reiteradamente que al inicio de cada sexenio el nuevo gobierno emprende compañas persecutorias de funcionarios corruptos del anterior y que estas sirven para limar asperezas entre grupos de poder o para calmar en el corto plazo las irritaciones de los ciudadanos...
