RESUMEN
El artículo comienza planteando las relaciones entre la naturaleza y la economía y explora las limitaciones que tiene la teoría económica clásica como instrumento para enfrentar el manejosostenible de los bienes y servicios ambientales. Señala la insuficiencia y lo inadecuados que son los mecanismos de mercado para este propósito y pasa a señalar la necesidad de la intervención estatal para realizar la gestión ambiental y la asignación correcta de los bienes y servicios ambientales a la luz de los intereses públicos. A continuación se refiere a la concepción del medio ambiente quese establece en la Constitución de 1991 y a las implicaciones que tiene ésta sobre el papel del Estado en el manejo y la asignación equitativa de los recursos naturales. Luego se centra en el tema de los métodos de valoración de estos recursos y en las herramientas de que dispone el Estado para realizar una gestión ambiental enmarcada en los principios constitucionales y en el objetivo de lograruna sociedad más justa y sostenible. Termina expresando la necesidad de un cambio de paradigma que transforme el actual predominio de las visiones economicistas, sobre todas las demás categorías para asegurar la sostenibilidad.

ABSTRACT
The article begins explainig the relations between economy and environment and exploring the limitations of the clasic economic theory for thesustainable management of environmental goods and services. It stresses the insufficiency and inadequacy of the market mechanisms for this purpose, and the need of the intervention of the state to insure the correct distribution of environmental goods and services considering public interest and sustainability.
Then it refers to the conception os natural resources and environment in the 1991Constitution and to the role that it assignes to the state in their management and administration. It enters then to the subject of valuation of environmental goods and services and in the identification of the tools that the state has in order to administer them in accordance with the basic constitutional principles, in the search of a sustainable society.
It ends by stating the need of changing of thedominant paradigm in order to introduce the concept of sustainability , changing the short term market econmy vision.
