LACK OF FINANCIAL SUPPORT TO STUDENTS WITH SPECIAL NEEDS IN PUBLIC UNIVERSITIES IN MEXICO
Researches about Handicap people havehad a significant increase in the last years. The set of problems, difficulties and obstacles that confront them have been exposed and analyzed and there are more people, institution and associationsjoining to work in favor to improve the living handicap people conditions. Moreover one of the main problems is the lack of financial support to students that have special needs in public universitiesin Mexico. Nowadays there are few public universities in Mexico that have implemented a good financial support operation and there are others that are starting to create some kind of support andothers that do not have any intention to support handicap students.
In 2008 The Mexican Autonomy University, assumed the search an to generate rules to support handicap students, but this was only aproject presented by a group from the Law Faculty; integrated by professors, students, civil associations. The main goal of this project is: give excellent educational and financial support to studentswith special needs, so they can perform their studies in an integral way.
Unlike to Mexico, in Spain exists a law, which consists that Public Universities have the obligation to guarantee financialsupport to students with special needs. The Barcelona University has created an Integrative Program for students with special needs (PIUNE) that helps students with transportation inside and outsidethe university and creates a program in which students help handicap students like a social servis. In contrast, in Colombia, in the last year 4 million were spent in the support of students withspecial needs. The majority received 100% to the cost of theirs studies.
