COUNTRY THEORY
Colombian ministry of education created in 2004 thenational bilingualism program for becoming students in bilingual people in order to increased opportunities in the country and the world too. It is based in the common European framework of reference forlanguages.
The majority of the persons in Colombia are not ready to learn the language, even the young persons in the colleges and in the universities have difficulties great to acquire the languageof an easy way, which is not boring.
The aim that the MEN appears meets very distant of reaching so(then), one does not see a royal(real) managing of the language not even in any of the universitystudents who are preparing themselves to be the educational futures of the universities dedicated to the specialist of the foreign language.
LOCAL THEORY
What is the methodology that teachersin NGC School use to teach a foreign language? According with the meaningful learning theory, teachers try to know which the prior knowledge children have. After that they combine Spanish and Englishwith children, but it is only at the beginning in science and math subjects, six months later they improve the level of English in each of those subjects because children understand commands andidentify instruction in English.
