Lockout Tagout – A Brief Overview

The purpose of a Lockout/Tagout policy is to protect workers from an unexpected release of electricity or hazardous energy from machinery or equipment when it is being repaired or serviced.
Lockout 
An energy isolation device could be any of the following:
Circuit breakerSlide gate
Line valve
Disconnect switch
The lockout device uses a positive means such as a lock, either a key or combination type, to hold an energy isolating device in a safe position and prevent the energization of a machine or a piece of equipment. This lockout device must be substantial enough to prevent its removal without the use of excessive force or unusual techniques. The lockout deviceshould be used unless the employer can show that a tagout system will provide full employee protection. There must be an orderly method for the transfer of lockout protection between oncoming and off-going employees.
Tagout
This is the placement of a tagout device such as a tag or other prominent warning device, with a means of attachment on an energy isolating device. The purpose is to show thatit and the controlled equipment may not be operated until the tagout device is removed. The tagout device must be:
Non-reusable
Attached by hand
Self-locking
Non-releasing with a minimum unlocking strength of no less than 50 pounds
Must be at least equivalent to an all-environment tolerant nylon cable tie
Removal of Lockout/Tagout Devices
Before these devices can be removed, the authorizedemployee must ensure that all non-essential items are removed and machine components are intact. In addition:
The area should be checked to be sure employees are removed or are in safe positions.
All affected employees must be notified that lockout/tagout devices are being removed.
The device must be removed by the person who applied it.
If this is not possible, another employee may removethe device, if the employer has established a specific procedure and training for this.
When group lockout/tagout devices are used, the same procedure should be followed to protect all involved employees. This could become necessary when a crew or group are performing maintenance or service.
When an employee is authorized to remove the device, all work forces must be notified to ensure thecontinuity of protection.
OSHA 29 CFR 1910.147 also covers a written program that:
Describes the procedure and its purpose.
Lists specific steps in procedures for each piece of equipment to isolate, block and secure it.
Describes procedures for the placement and removal and transfer of lockout devices as well as designating responsibility.
Outlines requirements for testing the effectiveness of theseenergy control devices.
Training of Employees
A training program must be developed which instructs employees in energy control methods, including the purpose and limitations of tagouts. Training must be completed:
Whenever there is a change in job assignments or energy control procedures.
When there is a major machine modification.
When new machines are installed or there is any change inenergy control procedures.
Employees must be retrained whenever there is a job change assignment.
OSHA feels that this act helps protect workers from the dangers of uncontrolled hazardous energy.
