RESUMEN
El propósito de este trabajo fue analizar la incidencia que tiene, desde su promulgación en 2005, la Ley Orgánica de Ciencia,
Tecnología e Innovación (LOCTI) enla vinculación empresa-universidad-gobierno. Estudio que se realizó desde la perspectiva del triángulo de Sabato. La investigación sirvió como fundamento para la creación de la Unidad de Investigación, Gestión y Gerencia del Decanato de Administración y Contaduría de la Universidad Centroccidental Lisandro Alvarado (DAC/
UCLA). En este estudio se evidenció la necesidad de sistematizar lasherramientas de gestión tecnológica para la creación
de esta unidad, cuyo objetivo principal es satisfacer las demandas de investigación y asistencia técnica de las empresas en
su actividad gerencial, tecnológica y de innovación. Se realizó un estudio de campo, asistido de herramientas cualitativas
para indagar la opinión de la empresa-universidad-gobierno, sobre el impacto de la LOCTI, concluyendoque: a) desde la
perspectiva empresarial se concibe la Ley como un impuesto más, se tienen expectativas en cuanto al seguimiento, control y ejecución de los proyectos, y al marco regulatorio de aprobación de proyectos; b) desde la perspectiva de la universidad se considera: el apoyo a la creación de centros y unidades de investigación, y se enfatiza la consecución de recursos
para lainvestigación y la academia por encima de la generación de innovación y de la transferencia de conocimiento y c)
desde la perspectiva del gobierno, que la ciencia sea aplicada en el desarrollo innovativo nacional.

ABSTRACT
The purpose of this study was to analyze the impact that the Organic Law for Science,Technology and Innovation (LOCTI)
has, since its enactment in 2005, on linking business-university-government. The study was conducted from the perspective of the Sabato Triangle . The research underlying this paper served as the basis for the creation of the Research
Management Unit of the Faculty of Business Administration and Accounting from the University Lisandro Alvarado (DAC
/ UCLA). For thecreation of this unit, whose main objective is to satisfy the demands of research and technical assistance
to companies in their business management, technology and innovation, this study showed the need to systematize
technology management tools. We conducted a field study, assisted with qualitative tools to investigate the opinion of
the company-university-government link on the impact of theLaw, concluding that: a) from a business perspective is
conceived more as a tax law, there are expectations for monitoring, control and execution of projects and the regulatory
framework for approval of projects; b) from the perspective of the university is considered: the support for the creation
of centers and research units, and emphasizes on the achievementresources for research andscholarship over the generation of innovation and knowledge transfer and c) from the perspective of government, that science would be applied
for the national innovative development.
