EXECUTIVE SUMMARY

DEFINITION OF THE PROBLEM:
This issue has created much controversy and which emerged many discrepancies between multiple users rated Free downloads illegalby law and SGAE (General Society of Authors and Publishers).
The purpose of this study is based on analyzing the effectiveness of the implementation of the law Sinde and the vulnerability of the law in the area of ​​Granada and more specifically in the target youth (15-30 years)

To carry out the research is necessary to establish the following hypothesis:

• With the entry of the Act hasincreased the use of alternative ways to perform this activity.
• The Sinde Law has failed to reduce illegal downloads.
• People perceive that this law violates the right to privacy.
• The law violates the right to freedom of expression.
• Users know many ways to evade the law
• People do not realize that evade this law is considered a crime.

RESEARCH DESIGN:
The focus of the research isdescriptive, since we're going to devote to observe the effects of the Sustainable Economy Act (Sinde).
Through this research we can be aware of the impact that this law has occurred and if it really has had an effect or not.
Depending on the nature of the research conducted executives have decided to do a quantitative research, through a survey.

LIMITATION AND WARNINGS:
With respect to thesurvey, the results have been biased because:
The users have been unable or unwilling to answer any of the questions.
Regarding SPSS've had problems with the analysis because of the relative invalidity of such data and the sample was small for the data being analyzed wanted.
CONCLUSIONS:
Following the closure of Megaupload has been promoted P2P download formats, but the number of user downloadsundiminished.
The measures taken by the Government have not been effective to encourage spending on leisure activities such as cinema, buying music and video games, as users do not have increased spending on these items and services.
Users of illegal downloads feel their vulnerability and freedom of expression are damaged after the application of the law.
Internet users do not know the ways toevade the law and also consider making downloads not break the law.
Users find that the law should favor the sector and not harm users, consider that the government is acting without authority and order law if the government is wrong.

RECOMMENDATIONS:
We believe that the Ministry of Culture should consider the following recommendations:
Especially user should evaluate the law considered asan error and has not gone the right way to protect the leisure and culture, and therefore, should seek alternatives accepted by users.
User behavior has not changed, the only substantial change is the way to do downloads.
Spread the law more effective for users to have knowledge about it.
The law has not succeeded in changing public sensibilities.

PROBLEM STATEMENT
