BLEW also lists its HAC handsets on its public website. Methodology for Functionality Levels BLEW offers handsets across different levels of functionality. BLEW defineslevels of functionality according to features and characteristics of the handset. Handsets classified as Level 1 handsets include basic voice and texting functionality and are generally available for under $75. Level 2 handsets include voice/texting as well as picture cameras or keyboards and are generally available for under $120. Level 3 handsets include voice/texting/picture cameras as well astexting keyboards, touchscreens or MP3 players and are generally between $120 and $250. BLEW offers HAC compliant models in all of its functionality categories.
